Not exactly.
Most bad things that happen in this life are the result of the condition of man. Man's greed causes others to go without. Man's lust cause the spread of unwanted pregnancies, AIDS and STD's. Man's hatred is responsible for murder, violent revenge, racism and the compounded consequences therefrom. I would say that if this sort of stuff is on the rise, God is merely letting the "calf have more rope".
Is the Devil winning? No. He lost already. He is just grasping at straws, trying to drag down whoever he can take. When Jesus rose from the dead, the devil lost.

first forget the idea that all good is from God, and all bad is from the devil. We are the ones who control what happens in the world. It's not the devil's fault people are murdered, it's the fault of the person who decided to kill. And there are many good things that are done out there everyday. You may just not notice them because all the media focuses on is drama and bad things. God put us on this earth to live how we want, and we will be judged later, not now. He's not gonna just step in everytime someone makes a stupid mistake.

Bad things are not sent by God....but allowed by him (because of free will) and used by him. For example, he used the death of his son to reconcile us sinners to himself. He uses other things -- both good and bad -- for a greater good. One's misfortunes are another's opportunity to count their blessings, learn/practice patience, compassion, defense of the poor and downtrodden, gratitude, inner strength, and countless other virtues. Obviously, then, the devil is NOT winning....getting you to think that he is is one of his masterful ploys with the hopes that you will lose hope and/or lose faith or even reject God outright. but God is still in his heaven and he sees all -- and is fully in control. Of this I am fully certain and I need not be a rocket scientist nor brain surgeon to know this.

because then we wouldn't need Him.
He wants us to call on Him, and turn back to Him, instead of all the sin we're committing.
