The best surround sound?? thats like asking what is the best car. Price range would matter quite a bit when you say best.
Best for the money?? Look at a Denon, Yamaha, or Onkyo receiver. Then look at some Paradigm, Mirage, or Definitive Technology Speakers. for about 1500 bucks you should be able to get something that you are proud to own. I have sold Sony audio for 11 years, its not good. Its not even sufficient for the 300-800 you spend for a system. Leave their speakers at the store.

RE:
What brand name of surround sound is the best?
Someone told me that Sony doesn't make good surround sounds, is that true? Which brand makes the best and the worst? Do Blu-ray Disks or HD DVDs use the 7.1 surround sounds?

Neither Sony or Bose, or anything sold at Circuit City or Best Buy is "BEST Surround system" It is run of the mill, mass produced stuff, which doesthe basic job of converting a digital signalinto a mediocre analog signal.
If you are seriously looking for the BEST - look at your local high-end retailer. Look for brands like Lexicon, Halcro, Mark Levinson, Classe, Anthem, Arcam, Rotel, etc - the brands which make music, not just sounds...

Sony speakers aren't top of the line but they are not ones that break every month. The best speakers that i have ever owned are the Bose. The worst speakers that are overpriced would have to be samsung they're speakers are just poorly built. The price is what sways alot away from bose with a tag of around $900 for full set with amp. Blu ray does put out at 7.1 and HD-Dvd does not. A large difference and they only hold 30 gb at the most were Blu ray hold 50gb and about to introduce the double layer at 100gb.

The Brand name doesn't make a difference as long as It supports Dolby Surround. You should have an audio card that supports that, and you have to have an optical out or outs for front and back speakers. I'd recommend buying a home theater or a speakers set that comes with the Amp and everything, jst to keep your hands clean! I hope this helps!

Sony sounds good for movie playback but not so good for music playback as not enough punch effect despite high power output. Frankly I prefer Pioneer the most (bought one after testing most brands). Strong sounds for both music and movie. The worse I tested is LG, the music and movie all disappoints despite the enormous power output. Philips is fine but mainly if you go for clarity but lacks punch. But if you have a higher budget then go for JBL or Bose systems.
Not all movies are 7.1 depends on the way they are encoded also not many systems are 7.1 at the moment so it be sometime it will be well implemented in all movies.

i suggest taking a look at onkyo they are the best bang for the buck home theaters on the market today. But if you want the best is going to cost you some serious cash. Look at brands like KEF, Rotel, Adcom, Mark Levinson, Definitive Technology, B&W, Epos ect.

The best sound is only possible if you have the best Source, the best Interconnects the best Pre-Amp/Processor the best Poweramp(s) the best Speaker Cables and finally the best Speakers.you can afford .So we're looking at about $20,000 min. to start with.
