Its preposterous, isn't it!
Women intentionally wear clothes that are cut to draw attention to their cleavage, and then when you do look they say "What are YOU looking at!" It's the height of hypocracy. Say what you will about Islamic women. At least they know how to put their modesty into more than words.

yea we kinda suck like that sometimes. First of all you're a guy! You're going to look no matter what and that's okay I take it as a compliment as long as I'm not being cat-called, whistled at, or practically stripped down with his eyes. I expect my guy friends to look at my butt when I leave the room cause I know some of them will. I expect guys to notice my breasts if some cleavage shows that's totally okay. As long as you can make eye contact and keep it most of the time and your glances are just swift and settle not staring her down then don't worry about. If she says anything about it (like pulls some feminist crap, or tells you you're a pig) ignore her and realize this happens and a woman can't complain if she puts it out there. It's not your fault you have eyes and a penis geez. Stupid feminists making all you real men feel like crap...I'm sorry about that. Good luck and don't be ashamed to be a man who appreciates something beautiful and appealing. I'm a totally straight, married woman and I think breasts r awesome not just my own hahah.

It's a damned if you do; damned if you don't type of deal. If she didn't want some one looking, she would not dress that way. Look, but check out what's between her ears before you decide that you want to invite her to talk some more. She could be just a tease, in which case looking would be as close as I'd want to get. Having a beautiful girl - wife made me realize who my true friends were, and I trusted her: but I told a couple people to take a hike. Talk to her and see if you have something in common.

Its pretty hard my man. Force yourself to look at their eyes and not their cleavage. If you really cant help yourself, just dont outright stare. Look around, then take a nice little peek, then look at her face. Just keep your eyes constantly moving, and only check it out very very quickyl, so she doesnt think thats what your doing.

It isn't easy, I'm sure. In fact, when there is a woman customer in front of me, I look too! .... and I am a total woman..... Its just human nature to do so. Distracting if you want to get to know someone better, I agree.

Well here's a novel idea-you could try looking at her FACE!
If you stare at her clevage while talking to her you are killing any chance you may ever have had to touch the clevage or see the clevage uncovered and you are making her think you are an idiot who is unable to control his perverted little urges.

The answer of this question is dependent on the girl, first.
How so? If a woman did not want you to look at her breasts, she would not display them in a way that revealed such details.
A woman of strong character may take a stare as a compliment or won't wear the clothes to tempt a man's eyes to stray.
For, a man could be just as far in the wrong if he did -not- look at what she was showing.
In essence, it is a case-by-case scenario. (Who/where/etc.)
(Some women spend -thousands $$$- to get you to notice)
Best bet is to look straight ahead until you and her better understand each other.
...or recognize the beauty of what makes a woman truly different (physically) from a man, and risk whatever reactions may come.

Why do you need to avoid looking at their cleavage? The cleavage is there for you to look.

Really tough. Focus totally on their eyes or somewhere nowhere near. If they like you, you'll see more of them later anyway, and they won't mind then. Look too much too soon, they may be offended.
