No, not without a work permit.Germany is one of those countries that insisted on a special clause in the EU contract for Bulgaria and Romania that blocks access to the german work market for
Bulgarians and Romanians if they don't have a german work permit.Thus, the EU law about free movement of labour doesn't apply here.
