Its not on a huge scale, but quite a lot of money on a regular basis and they definitely know the rules and know exactly what they are doing.

In today's climate of homeland security, evasion is very difficult. Don't get involved in a case of entrapment. Anyone evading on a large scale has attorneys to avoid prosecution. Anyone on a small scale probably does not know the rules and needs education not prosecution. Concentrate on companies like Halliburton that escape everything by moving their company headquarters overseas.
