I could never determine someone elses salvation...That is not up to me, ever!

The book itself is not Holy.
The words in it are. But to answer your question, it would depend upon what version of the Bible it is. Some Bibles are already changed to be unholy because of blatant mistranslations.
Mormon?
JW?
NIV?
NIrV?
American Translation?

They could still be Christian. Constantly re-evaluating the Bible is okay. As long as we're examining ourselves, as well. Salvation is not based on how we behave. Yes, our actions should become more Christ-like as we go through this life, but how we act now is not an indication of whether we have accepted Christ. Many of us have to grow.

A true christian is not going to willfully do harm or break the rules. Christ is the Lord or boss of a true Christian and we follow his guidance. So if this person is not following Christ then they are probably not a christian..

Are they doing it Intentionally? If they are then I would say they are not. The Bible is God's word and if you try to destroy God's word then you go against everything that God stands for. I would say they are not a true Christian and need to re-examine what they think God wants them to do.

I am a Christian, but I make mistakes, do wrong and sin. No one is perfect and it is not for me to judge who is a real "Christian" and who is not. that is between them and God.
