It's French--very bad French (really bad grammar and spelling). My French is rusty, but it seems like the first and third lines are saying something like:

"How are you? I am fine."

Obviously the second line is in English. :P

but it is wrong. some of the spelling is wrong (talle) and the "me be the phnomenon" is probably english
