The motive is $. If only the chosen few can breed dogs then only the chosen few can make $. A rare commodity is worth more than a easily obtainable one.
When I was young every family had one or two "mutts". Every kid slept with a mutt on the foot of his bed. Now it's not so. People have become breed arrogant. It has caused untold hardships for dogs by genetic inbreeding diseases. It's disgraceful.

visit a shelter and see a dog or cat put down for yourself then you will see why most of us advocate spay and neuter. Animals don't know any better but people should. It is your duty as a responsible pet owner to do your part in the over population problem of pet animals. And even if you use the excuse of my kids should see a birth, how about the other side of the coin, my kids should see their death? There are ten million dogs and cats in shelters and about half of them will be put down simply because they have no home. Please don't add to the problem, have your pets spayed and neutered. And another benefit is they are healthier, they don't get the cancers associated with intact animals. And even if you say you have found homes for your pet's offspring what about their offspring? Will they have homes or live on the streets to be poisoned, hit by cars or just left someplace to starve? Time we as owners and animal advocates take a stand, SPAY and Neuter

We have enough dogs and puppies on this Earth to last a long time. People are just trying to control the pet population. Have you seen all the animals in the shelters? Most are overloaded!

Yeah I know.

The overflowing shelters are mostly caused by people neglecting to keep and eye on their dogs in season and having a bunch of mixed dogs no one wants.

Poor things!

Fixing is not the answer taking responsiblity is

Here in Romania most villages and towns have packs of street dogs terrorising the place, but the Romanian government still wont allow the "poor animals" to be shot in case they offend that wacko Bridget Bardo.

Last January 2007 starving mongrel dogs attacked and ate an old woman in a country village, a Japanese tourist was attacked and killed by street dogs in Bucharest, the dogs have rabies and need exterminating.

There will always be dog breeders and accidents,and strays. But if mostly every one was responsible for their pets by spaying and neutering then the shelters wouldn't have to euthanize all of those cats and dogs that have no homes.

They are trying to encourage responsible breeding, it takes a lot of time to breed, care and raise puppies. It also takes quite a bit of research to strive for GOOD qualities in a breed of dog.

Please go to your local pound and then you will see why they won't let anyone leave without spaying or neutering their new pet. Hundreds of dogs and cats are put to sleep every day because of negligent owners. There will always be puppies.
