It was known as the Iran-Contra deal. Usually Congress holds the purse on funding, but Regan got around this by selling weapons to Iraq and Iran while they were at war with each other and using that money to fund the Contras in Nicaragua. Part of that deal was the release of the U.S. hostages by Iran.
