Open the nuts on the wheel as far as you can without detaching them, if needed and you will know after the next stage, widen your brake pads using the adjuster. this can often be done by hand. Place the wheel axle into open ends at the very end of the front forks with the the nuts on the outside,.Look at it and ensure you have it properly in and the wheel it straight. tighten up the nuts, by hand at first. then use the spanner which should have been provided or on you have if not.. do not tighten up one side then the otherr part tighten one side and part tighten the othe until it is hard on and you can not tighten any further without using excess force. test it is on firm tighten the brakes and go a few yards. If not happy do it again. if still not happy remember the old saying. "If a first you don't succeed get some other poor blighter to do it!" t

Turn the bike upside down (on a mat or something so that it doesn't get scratched). Turn the front wheel nuts so that they are nearly at the ends of the spindle. Make sure the washers are up against the nuts. Force the front fork further apart so that the wheel fits between them, and fit the ends of the spindle in the slots in the fork. The fork is made a tight fit deliberately, so that the front wheel doesn't drop out if the nuts come loose. If you can't get the tyre past the brake blocks, either loosen the front brake or let the tyre down. When the ends of the spindle are seated in the slots (with the nuts and washers on the outside) tighten the nuts. Don't forget to readjust the brake if you loosened it or (needless to say!) pump up the tyre if you let it down. Happy riding!

In addition to all the other useful answers...

If its a quick release type wheel, you must NOT just turn it until its tight (like with a butterfly nut). You need to turn it finger tight, THEN push the quick release lever over to lock the wheel in place. It should go without too much effort but with enough that its tight enough not to move.

Also get the front wheel on the right way (as most tyres are direction specific). The quick release lever should be positioned to the left of the bike.

As for the brakes, I'll assume they're V brakes (not seen cantilevers for a while!) in which case the cable should just clip into place on the metal cradle that will then sit between the calipers.
