You're basically correct in your understanding.
'Colds' are respiratory infections that humans get that they shake off. Cats do not get 'colds' in this sense because they don't shake these kinds of illnesses off, and yes, they can die from them. The most common one is cat 'flu, fatal if untreated. Since your cat has snotty eyes, I would say this is fairly advanced by now so you do need to take him to a vet. It won't be horrendously expensive to treat - most likely a course of antibiotics, mucolytics, maybe eyedrops, perhaps help to keep him eating. As you said, viruses cannot be cured, only treated symptomatically. The cat needs this kind of supportive treatment to give his immune system a chance to fight the virus off. If it's left longer the cat may become debilitated to the point where he needs hospitalisation, and that will be expensive.
If left untreated, this condition is quite likely to shorten his lifespan. Once cats have cat flu they remain contagious for the rest of their lives, but you can get them over it so they no longer suffer from the symptoms, but it may flare up from time to time. Do get future pet cats of yours vaccinated against cat flu to avoid this, but in the mean time take this one to the vet.

Cats can get very sick from an upper respiratory infection and they can even die if it's not treated. If you take your cat in to the vet, chances are they will put him on antibiotics. Vet prices vary so don't quote me on this, but the last time I got some Amoxi-Drop (liquid antibiotics) for a cat, it was around 15 dollars. Also there would be the charge for an office visit. I'd get him in to the vet as soon as you can possibly afford it. It's good he's still got an appetite and is active, but if it's an Upper Respiratory Infection, it could get worse and if you have other cats, it could spread to them too.

Stop the bullshit. If you can't afford to properly care for your cat, you have no business in having any animal. And Animal Control agrees; they will take an animal away from you if you do not provide care. It is your cat's RIGHT BY LAW to receive prompt medical attention. If you can afford to buy pizza, use a cell phone, buy new clothes or shoes, then you can afford to take your cat to the vet.
