It's not only a rule against social standards in a mainstream environment in this country, but it's a violation of mens' rights--esp of the men that were in the locker room--naked or not.
Some women crack me up! The same ones who scream about sexual harassment are the same ones who pull this type of stunt... OR, they think that by doing this, it makes them "liberal-minded."
Your friend should report the incident to management, let them know the name of the guy who was seen, and threaten to take matters further if it's not addressed. (Wouldn't we women take the same approach if a man would have walked into our locker room?)
And if he doesn't, then he has no right to complain.

Unfortunately for the very private person, there is no law banning women from barging their way into mens changerooms and catching sights of naken men.
This has been brought out in professional sports where women journalists would go into the after game change rooms and the wives of the players resent the intrusion.

You don't say where this is, but there must be some people in authority -- school, gym, whoever runs or is in charge of the place.
Yes, it's wrong.
People in places where they undress have the right to expect there won't be stray people of the other sex wandering in.
At the time, a good yell and grab for the nearest towel, then loud complaints would have been in order.
After the fact, telling someone in authority there that this is NOT appreciated, and a request that they make the rules clearer would be in order.

It's rude but I personally wouldn't care too much or think about it for long. I think folks are too uptight about non-sexual nudity anyhow, we have a shared changing room at work (although we keep slips/underwear on) and I've never given it a second thought. I've also changed at several theaters and such in a shared changing room, even in the years I lived in the US. Nudity shouldn't be an issue.

I would be very offended if a man walked into the ladies dressing room to help out a friend. Yes, this is very wrong and obviously this particular female has no manners or ideas of what is right or wrong... God bless****

That's BS dude, you know that if one of us guys decided to walk on in to the women's locker room there would be screams and possibly sexual harrassment lawsuits considering this day and age.

if the room is labeled as a room only for men, it is kinda wrong, unless she is the owner of the room. if the changing room is only by habit for men then i don't see what could be actually wrong about it. it would be unfair however in the event of a male person having a mental problem of a feeling of shame when seen by a person of the opposite sex, and the woman entering that room knowing about it. otherwise i wonder: what could be wrong about entering a room, provided it is public.
