It means saying things in the simplest terms so they are as easy as possible to understand.

Plain simply means one which can clearly reveal to the mind or the senses or judgment. That means when u speak u need not be using complex grammer. for eg. question tag., or a context ( circumstance) a laymans language will be more like making him/herself more clearly understandable like for eg. ( I'll give a simple example)

I want water to drink. but if u want this to be complicated question then u'll say.....Can U please give me a glass of water? this becomes a questionable request. where in ur not providing any information as to why u need water. it cud be to drink, wash, throw or water some plants. So the person who has been asked to give water can counter question like......Do u want the water to drink? so u c when somebody clearly states something without any complexity u call it plain language which makes it quite clear to be understood. No explanations given or no complex words expressed nor there are any grammatical nuances involved.

Do you want something like "a plain language answer to a question"?

That would be an answer in layman's terms, avoiding any technical or professional language.
