We have been dating for about 2 months, see eachother at least 3 times a week, but he says he doesn't have time for a "serious relationship" and we are just dating. We have been physical and he tells me he truly cares for me but if we act like we are in a relationship then I dont understand. I've always been told that when a guy kisses you on the head it means he truly adores you and he did that last night, I got chills, but is this for real, could it turn into more. He says he is worried about my family not liking him but if in his eyes we aren't in a "relationship" then why would he care if my parents like him??? I'm confused I dont know what to do, he says things and does things that contradict his we arent in a "relationship" comment.

Sounds like you need to have a long talk, and find some answers within yourself first. What do you want from this relationship? If this is all he is capable of giving and you want more, is it truly fair to you? These are questions I would ask myself if in this position. After you find your answers, I would make an impromptu date, and talk.
I would really bring this up in conversation, when you both are alone and ready to talk. Tell him how you feel, and what your expectations are, and be honest. It is the most important thing that you are honest about what you want in your relationship, as otherwise you will never get what you want.
If you tell him, and he does not want the same thing, it is better now than later. It may hurt in the short term, but you will both be free to find someone with the same desires.
Relationships take trust and respect for oneanother. Also open communication lines about anything and everything should be a must.
I truly don't know about his saying one thing and doing another, as I don't know the entire relationship.
In the long term the parental issue does come into play.

he is afraid to commit, but its only been two months so just wait and see i'm sure he will commit to you!
