Both LapTop and printer are Dell. I can scan and save the form OK on the LapTop but I can not use the form and enter data on to it.

Most scanners scan it so that is not really editable:

It depends on the setup you have, but you could try scanning it with some OCR software, google for OCR,

The other idea, since it is dell, it will have windows and part of windows is Paint. You could use paint to instert text boxes and type it in that way.

The easiest way is to download an OCR (Optical Character Recognition) software and scan your document using that. The one from the site below is free, but there are commercial versions such as OmniPage, ABBYY FineReader, Cuneiform, Transym, among others.

Give the following one a go, and if you get to do what you're seeking to, you might decide to go for one that costs money.

depends how you've scanned the image in.. if its as a jpeg or gif / tiff etc its a graphics image.. so the only way to add text, would be to use a graphic program, and use the text function in that..

other possibilities would be to scan it in using OCR software, that way you can use it within word or open office etc..

the best / easiest solution would be maybe to get the pdf or doc version of the original form and load it into open office or word etc.

once you test the paper, you want a OCR software to transform it returned to text textile format. Do a seek for OCR and you will locate info and courses that do it. some printer/scanner have already got a software outfitted in. study your printer instruction manual to work out.
