effects are the decrease of oxygen content in the blood, difficulty breathing, fatigue. what can you tell me about it? thanks!

palpitations and fluid around the heart can cause these spasms. also fluid around the heart can cause breathing troubles which i have.

Yes, arteries have smooth muscle in them, and thus, they are out of your physical ability to control them. That's how many blood pressure medications work- buy causing the smooth muscle to relax, the arteries get wider and if your a heart- you can imagine that it's easier to pump a certain amount of blood though a fire truck hose than a garden hose, thus your blood pressure falls.
Certain arteries can spasm- when heart arteries do this- it's called Pritzmetal's Angina (I have no idea where they get these names from) and it can, as the name suggests, give you chest pain. It typically occurs in young women, and when they are taken for aniograms- their vessels are found to be "clean". While this could cause the effects you mention, this is not the typical presentation- it's typically crushing chest pain, like a heart attack.
The symptoms you mention sound like, as the first responder mentioned, a problem with the lungs...only there aren't any conditions that are caused by muscle "spasm". There is primary pulmonary hypertension- this involves "thickened" muscles in the arteries going to the lungs, which would result it the symptoms you mention, but again- they are not "spasming"...you might look up "primary pulmonary hypertension" and see if that's what you're looking for. Just to correct the last person, arteries DO HAVE MUSCLE, they contain smooth muscle and can contract and relax as required by the body. What arteries are you talking about? There are so many different arteries in the body, and the spasming of different arteries is related to different conditions. If you are talking about the coronary (heart) arteries then i think you are talking about "angina", but angina is merely pain in the heart secondary to hypoxia of the heart muscle, this can be from spasming, or obstruction, or many different problems.
