My dog had puppies about a week ago and today I was checking to see how many were boys and girls and one two of the puppies their um "thing" wasnt in the area that they normally are and was located in in the middle of their stomach.

Has anyone ever heard of something like this?

Its not the amiblical (sp) cord because that is higher up on the stomach.

Yes it's normal they got fat little belly's and it makes their penis higher then it actually really is. Once the pup is wormed then everything falls into place because the tummy isn't swollen anymore.

I think you were looking at the belly button area or where the umbilical cord was attached ~~

I am thinking that you are mistaking the um..thing..for an outty belly button. (umbilical hernia)

this what it should look like> http://www.peteducation.com/article.cfm?cls=2&cat=1651&articleid=924

and here is an umbilical hernia> http://www.lbah.com/canine/c-section/cord.jpg

Edit: if you are certain that it isn't the belly button, then it is just likely that that one has a bit longer sheath.
