Yes, many birthmarks can now be removed but you will have a scar in it's place. To get the best results, be sure to see a dermatologist. Depending where it is, how large, etc. you may have to be referred to a plastic surgeon. A dermatologist will be able to determine the best method for removal (there are several) based on the type of birthmark, the location, your skin type, how you heal (i.e. do you have a tendency to form keloids or hypertropic scars), etc.

Yes it can be removed. Surgery is an option for larger birthmarks, but some solutions and laser therapy can be used to remove birthmarks that are small and are just discoloured skin. But birthmarks are just a part of your uniqueness, and unless it effects your confidence or you are extremely self conscious, i wouldnt get it removed. too much trouble if its not that bad. :)

yes, by surgery. My baby sister had a huge birthmark on her forehead, and removed it with three surgeries. Looks great.

Lotions are available with hydroquinone that can help "bleach" hyperpigmented skin. Lower concentrations are available over the counter (Shiseido and Dior make one), and higher concentrations are available by prescription.
Laser therapy can also reduce pigmentation. Talk to a dermatologist to explore your options.
