In word processing, "Smart Quotes" are quotation marks that inflect towards the words that they enclose, as opposed to "Straight Quotes, which are, well, straight.
To turn on this feature in Word, in the Tools menu, click "AutoCorrect Options," and then click the "AutoFormat As You Type" tab. Then under "Replace as you type," checkthe "Straight quotes with smart quotes" box.
(Sometimes they are called "Curly Quotes," which is pretty dumb, since Larry had all the best lines.)
