A victim is someone who has a crime doen to them. A person who breaks a law, even a (seemingly) teeny tiny law, and then gets caught by the police, is NOT a victim.

So, I'm not sure what you are asking... do the police pick on victims of crimes? Not that I know of. Do they catch people who break laws? Yes. That's kind of in their job description, so it's not exactly a case of "picking on" anybody.

Some do, some of those who wear the star or shield treat victims like criminals.This is especially true in rape cases, when the questioning implies that the woman was asking for it.

I think I know what your asking.Petty stuff, like
speeding, or improper lane change. Thats thier
job. Revenue. It's inconvenient but thats thier job.
Think of it as a game. You win or they do. I'm far from a hoodlum but its exciting to speed sometimes. I hear my favorite music on the radio
and Bam my foot goes down. Cops know that. Lets all be respectful. You get caught you get caught.
