Basically to rent a car from most of the major rental agencies you must be 25 years old, with some renting to 21 year olds , but charging a hefty surcharge.
The are two rental companies in the Los Angeles area whos advertising states they rent to 18 year olds. You would have to contact each to verify this information. They may also require a surcharge, or that you already have an automobile liability insurance policy. Again that is something you will have to discuss with them. If you are asking if you can rent a car in LA if you are over 18, the anser is not until you turn 21. And then you'll get slapped with a hefty fee until you turn 25.

One way is to be listed as an additional driver with a primary renter over 25.
Avis charges $25 extra per day if you do it on your own.
Also, rent from a "neighborhood" agency, not at airports. Negotiate the price and size. They have plenty of leeway, believe me. Buy the LDW for sure (loss damge waiver). At an extra $10 per day or so, it is worth it, believe me. Yes, your Visa or Amex claims that they cover you but it's a nightmare of paperwork and the rental company won't wait for compensation from a card company; you get docked first then wait for reimbursement.
