Each country is responsible for issuing visas to its own country, unless, as is very rarely the case, there is an established diplomatic relationship between countries whereby one country acts on behalf of another country.

A person can apply for another visa in an embassy of another country while on a visit, employment or attending school in another country as long as the requirements are met.

You get a Visa to a country by going to their Embassy.
