I'm pretty sure that would be a falcon of some sort.
Probably a Peregrine.

If It seemed dark in coloration everywhere else and had broad abruptly ending wings with wide feather placement at the ends(like spread fingers) it was likely a vulture, They are large birds and often mistaken for hawks due to there size.

Hmm...seagulls have a range of sizes.

Swallow-tailed kite was a good call. It could also be a rough-legged hawk:http://www.camacdonald.com/birding/Rough-leggedHawk(Buzzard)(GM).jpg or black vulture: http://www.flickr.com/photos/dianeham/133131078/ if the white was closer to the wing tips.

What was the general geographic area?
