hmmm. I know exactly what problem your having.

I can't remember exactly what I downloaded that had it, but some programs need it to run and will bundle it in their software so that you don't need to go to MS to download it.

I know doom3 setup disks have it.

This is the latest version, unless you're running Windows Vista which comes with version 10.
