I am not sure which country you are in. However, I did get my Canadian passport renewed in S. Korea a couple months ago. I had to fill out all the paper work in Seoul and have it shipped back to Canada for processing. My new passport was returned back to me in 3 weeks time.
I'd be checking up on your passport. 11 weeks seems like way too much time to have a passport issued.

Normally it should only take 8-10 weeks. But if you had applied for an expedited passport it should have taken you no more than 2 weeks.

If it is a US passport, you might have to wait up to 15 weeks. I just renewed one for my son and that is the stated time for a standard delivery. An expedited delivery is now a full 4 weeks.

I feel your pain, I waited about 14 weeks. Write a letter to the passport agency where your passport is being processed explaining your situation, tell them is an emergency. I did that and called my congressman and they fedex my passport overnight. Try it, it really works.
