What does it mean when a guy says he cares about you more than friend?

Im in a situation right now with someone who I care about. Well its my ex. Him and I talk, he told me he has always cared about me and that he cares about me more than a friend. He said that he still likes me and always will like me and nothing will change that. Is it that hes afraid of commitment? He said that he wants to take things slow, and that he said that it doesnt mean that he doesnt want anything to happen between us. He wants to be with me. I just dont know whats going on? Can someone clarify this?
