I would have to say it's 2 or more separate layers, used to create an animated gif image to make it appear to be flashing. one layer appears to have been a black background layer then applied the text and shapes in white on a new layer.
Then may have had a new layer added to add a set of borders, then merged the border layer down on the black layer with the text layer turned off then repeated the same steps with the text layer, so they end up with 2 layers, then saved as a PSP image and opened in animation shop to view how it looks and set frame properties as needed.
That's what i think was done to make it appear to flash like it does.

Simple......When you have your letters hilighted with the ( what I call dancing ants) Save that image to a file that you can call up from animation shop. Then modify the color of the script and save it as image 2 (or whatever name you choose)
Open animation Shop and build your animation.....bingo its done

My advice is to take lessons in animation. there are other ways but if you do it in Corel(Jasc) animation you are staying with same work place
