You have to be IN the US Navy first and THEN be accepted into the SEALS BUDS Program. If you can get through all that then you will be a Navy SEAL. Very very few can make it though to the end of all the training.

You must first see a Navy recruiter and enlist. The recruiter will help you in finding an appropriate Military Occupational Specialty (MOS). Once you complete basic you may be sent to your MOS school, however; you can begin the physical screening for Basic Underwater Divers Scool (BUDS). If you are selected, then you will be provided the opportunity to attend BUDS. If you make it, then congatulations, otherwise you will be sent back to serve out the remaining time in your predetermined MOS.

No....in fact navy seals are special forces NAVY personnell..chance you making are almost nothing

when you join, make sure they put it in your contract that you want to go to BUD/S right after your A school. it is VERY tough to make it through BUDS. there are a ton of books about what you will go through. make sure you are in the best shape ever before you go to boot.
