Avataras are of various kinds. There are Purna-avataras, with full Kalas or rays. There are Amsa-avataras or partial incarnations. There are Lila-avataras.

Lord Krishna was a Purna-avatara. Sri Sankaracharya was an Amsa-avatara. Matsya, Kurma, Varaha, Narasimha, Vamana, Rama and others were Lila-avataras.

Krishna and Rama were the Avataras of Lord Vishnu. Dakshinamurthy was an incarnation of Lord Siva. Dattatreya was the Avatara of the Trimurtis—Brahma, Vishnu and Siva are three aspects of God. Brahma is the creative aspect; Vishnu is the preservative aspect; and Siva is the destructive aspect. There is no polytheism in the Hindu religion. Siva, Vishnu, Brahma and Sakti are different aspects of the one Lord.

The Rishis of yore have expounded the doctrine that Lord of the universe exists in sixteen expanding Kalas or digits of manifestation, that one digit of His life manifestation in the vegetable kingdom, two in the animal, and from five to eight in the human, according as we pass from the savage at one end of the scale to the highest evolved state at the other. The Lord’s manifestation in His Avataras ranges from nine to sixteen digits or rays. The full or Purna Avataras are those in whom all sixteen rays are present. Lord Krishna was a Purna-Avatara, with sixteen rays, Lord Rama was an Avatara of fourteen rays. Theosophists also make mention of seven rays, and so on, when they describe the stage of spiritual development of their Masters and Adepts.

Same question again?

Shakti marg explains better the punra avtar.

Avtar start from10 Kalaa upto maximum of 16 kalaas. so those avtar who incarnate with 16 kalaa are called purna avtar.

Till now there is only one purna avtaar krishna, because he had 16 Kalaas. Ram was second he had 14 kalaas

Kala is what Heron has said rays. a human can have maximum 3 kalas. Kala means the manifestation of God.

Krishna was Purna avtar because he had full knowledge of himself, universe and all sukshma loka

It is a full avatar. I know that Krishna is a purna avatar.

Hari has been the purna avtaar since He incarnated into many avtaars including Keshav.

'Purna Avatara'. When the Supremo has created the whole universe, can't He accept any one form out of it and come in the world to show how to lead perfect life? He can. Bhagavan Yogeshwar Krishna is Purna Avatara. Whatever divine, standard is told in Vedas and Upnishadas, he has practically demonstrated though his life. Being a common cow-boy, he has proved that if decided firmly, one can do anything which is helpful for welfare of common man and culture/civilisation. Take every activity right from childhood. Now they are more glorified because we are not not able to do it and he has done as he was God, i.e to hide our incapability and will. What ever he has lived, he has told in Geeta, the most useful guide of humanity through the ages and till endless time to come. He was the best child to entertain his both parents, He was the best friend to love all fellow ones and elders without discrimination like male or female. He was the best Husband having eight wives and still none was unhappy. He was the best escorter to help 16000 girls kidnapped by Narakasur and allowed to add his name after them when their parents hesitated to accept them back and gave social status and security to them. He was the best father who has taught his childres very well and made them brave citizens. He was the best ruler who has saved his subject from Kalayavana and protectd them by building castle called Dwaraka in sea. He was the helper who has helped Pandavas and established the State of Welfare and Law by finishing Kauravas, the extortionists. He was the best ever human who had very peacefully watched destruction of his clan gone mad and become outrageous of their power. He was the best soul who has forgived his killer at the end with pleasent smile. A deep study of Shrimad Bhagavatam will put more light and answer more questions.

Krishna is only purna avtaar. Even next Kalki will not be purna

Krishna is the only Purna avtaara, with all the six opulences complete.

Purna is he, the only complete, and without whom nothing is complete. He the source, the energy form whom manifests Maya, He in his completeness means existence.

He the Purna, expands Plenaries, Expands Lords and expands universes, He is Purna, Where laws of nature merge, He who breathes existence and converts his energy , he enters as divine into matter, gives life. gives motion, he is Hari.. he is the Purna. He is Krishna, Know him, He who completes anything with his completeness, He the complete the absolute.

at this point my heart brings out a heart felt verse, thereby remembering Hari, Who himself is the divine syllable of creation OM, who is served by his internal potency Maya, in his creative sleep,

“OM - Purnamadah Purnamidam Purnat purnamudachyate.
Purnasya Purnamadaya Purnamevavashisyate.”

I also would like to give you some inspiring activities and formations of Hari explained in verses below , form Brahma Samithi ( Is one of the best compilations of prayers ) .

................................................................
sa adi-devo jagatam paro guruh
svadhishnyam asthaya sisrikshayaikshata
tam nadhyagacchad drisam atra sammatam
prapanca-nirmana-vidhir yaya bhavet

Lord Brahma, the first spiritual master, supreme in the universe, could not trace out the source of his lotus seat, and while thinking of creating the material world, he could not understand the proper direction for such creative work, nor could he find out the process for such creation.
................................................................

................................................................
sa cintayan dvy-aksharam ekadambhasy
upasrinod dvir-gaditam vaco vibhuh
sparseshu yat shodasam ekavimsam
nishkincananam nripa yad dhanam viduh

While thus engaged in thinking, in the water, Brahmaji heard twice from nearby two syllables joined together. One of the syllables was taken from the sixteenth and the other from the twenty-first of the sparsa alphabets, and both joined to become the wealth of the renounced order of life.
................................................................

................................................................
nisamya tad-vaktri-didrikshaya diso
vilokya tatranyad apasyamanah
svadhishnyam asthaya vimrisya tad-dhitam
tapasy upadishta ivadadhe manah

When he heard the sound, he tried to find the speaker, searching on all sides. But when he was unable to find anyone besides himself, he thought it wise to sit down on his lotus seat firmly and give his attention to the execution of penance, as he was instructed.
................................................................

................................................................
divyam sahasrabdam amogha-darsano
jitanilatma vijitobhayendriyah
atapyata smakhila-loka-tapanam
tapas tapiyams tapatam samahitah

Lord Brahma underwent penances for one thousand years by the calculations of the demigods. He heard this transcendental vibration from the sky, and he accepted it as divine. Thus he controlled his mind and senses, and the penances he executed were a great lesson for the living entities. Thus he is known as the greatest of all ascetics.
................................................................

................................................................
tasmai sva-lokam bhagavan sabhajitah
sandarsayam asa param na yat-param
vyapeta-sanklesa-vimoha-sadhvasam
sva-drishtavadbhir purushair abhishtutam

The Personality of Godhead, being thus very much satisfied with the penance of Lord Brahma, was pleased to manifest His personal abode, Vaikuntha, the supreme planet above all others. This transcendental abode of the Lord is adored by all self-realized persons freed from all kinds of miseries and fear of illusory existence.
................................................................

also Brahma explains this Purna nature again in his Compilations of prayers to the supreme.

....................................................................
isvarah paramah krsnah
sac-cid-ananda-vigrahah
anadir adir govindah
sarva-karana-karanam

Krsna who is known as Govinda is the Supreme Godhead. He has an eternal
blissful spiritual body. He is the origin of all. He has no other origin and He
is the prime cause of all causes.
....................................................................

....................................................................
venum kvanantam aravinda dalayataksam
barhavatam samasitambuda sundarangam
kandarpa koti kamaniya visesa sobham
govindam adi purusam tam aham bhajami

I adore Govinda the primordial Lord that plays his flute in marvelous way. His eyes are similar to the petals of the lotus just budded, and a feather of peacock adorns his head. His body, radiant of beauty, has the color of a loaded cloud of rain: His incomparable grace fascinates million of Kandarpa
