1. As long as you have the appropriate ASVAB scores and your job is available, then yes you can change your contract for that job with just a bit of paperwork.
2. Yes, you can get out of the contract at any time. Until you actually swear in for the ship date, (different than swearing in for the DEP) you can change your mind at anytime. The recruiter might be mad, but it is your life so choose wisely. It is just a bit of paperwork. My daughter just got out of her DEP contract a couple weeks ago.
She decided against active duty and is going to join the ROTC program at the college she had been attending instead. She took a job that was her second choice in the military and after she signed all the papers found out that the job was being phased out and everyone in that MOS was being assigned based on the needs of the service. Most were being sent down range as cooks and drivers. While she didn't want to go downrange it wasn't what bothered her. She did not want to get stuck doing a job she would hate. So college it is, where she will study the career she wanted in the military in the first place. She signed a paper and was out of her contract. She is under no obligation to join the reserves or ROTC either. Just her choice.

small problem. One, the Detailer cannot pull the job you want out of a hat. If it isn't available it isn't available.
Secondly.. do you actually QUALIFY for the rating you want ..Line score wise, physically, morally? In other words, is there anything that prevents you from being able to get it?
Yes, you can put in a DAR and HOPE that a slot for the rating you want opens up.. BUt two things..one, you can only be in DEP a maximum of 12 months, amnd two, if such a slot opens up.. you are talking maybe days to ship out.. and you will have to accept the day he offers it to you.. perhaps even when he calls..no callingbacklater or thinking about it.
you can legally walk away up tot he day you are suppsoed to ship with no ramifications. B ut consider: if you do, you have just wasted your recruiter's time and effort. He will NOT be pleased. additionally, next year when you decide that you should have shipped out anyway.. you will have a MUCH harder time getting back in..becaaue you already bailed on the military once.
so, decide: which do you want more, to be in the Navy, or to be a specifc rating in the Navy. because everybody is a Sailor first and foremost. the Navy will do just fine if you don't enlist.
Also: you may NOT switch ratings at Boot Camp. and you may NOT switch ratings for at least 2 years after you complete training.

Sure you can walk away, but if you are willing to walk away from a contract you made, I don't want you in my military anyway.
Now, to the main point, yes, you can switch your MOS before you leave for basic but you have to stay on top of it since the recruiter doesn't have all that much incentive to help you do that. Most likely, it requires additional or replacement testing and you need to schedule this through your recruiter. After you finish all the testing required for the job you want, then you need to make sure you get a signed contract for that, replacing the one you currently hold.

You can leave at any time before you sware in in DEPS. If you did not get the job you want I suggest you do not go. I have seen a lot of sailors being misarable because they did not get the job they want. DO NOT GO AS UNDESIGANTED because you will get stuck in an undermanned rate ant it is undermaned because no one wants to reenlist in it and it sux. Get everything straight before you sware in becaue after that it will be too late. Trust me recruiters have to meet qoatas and you will get what you want or just go to another service like Air Force wich is way more layed back then the Navy.

OK the part of you question is true. but you have to be very careful. recruiters over the years including mine will tell you things to try to keep you in. it can be done but you need to keep on the recruiter to ensure you dont get messed over. the second part is a little more tricky it realy depends if you took your enlistment oath. i thank it can still be done but your discharge may not be honorable . it may be a other than honorable. in witch case you may have a hard time getting in another service or singing up again later. another option is you can delay your entry until your school has a open slot. my brother did that tho he went in the army same rules should apply.

1. Get everything done before you leave for camp, and make sure everything is in your contract. You can get your contract changed.
2. If you do not go, your recruiter will be mad at you but nothing really bad will happen, and if you want to try to get in later it will be more difficult. Also they will tell you anything to try to stop you.

I don't know how it is in the Navy, but in the Air Force, if you don't get the job you want, you can cross-train for it after you get out of basic and your initial tech training.
To get out of the DEP all you have to do is disqualify yourself.
Personally I don't see why you would want to do that.
These really are questions to ask your recruiter.
