I hope for your sake that she comes around and starts taking care of them. I had to do this once when someone dumped a bag of kittens outside my house. It is very tough.

You will need to feed them with kitten formula that you can get at any vet's office. They need to be fed every few hours. You also have to massage their bellies and wash their privates with a warm washcloth to encourage them to go to the washroom. The mother usually teaches this by licking them but if she won't, then you have to.

Is the mother a first time mother? You may want to try doing all of this in front of her, it may bring her around. If you are truly scared for their safety when they are with her, then you cannot leave them alone with her or she may start killing them.

First, back off, leave mom alone for a bit, and see if she will return to the "nest." If you are absolutely certain that she isn't going to care for them, then you are going to have to either put them with another queen, or raise them by hand with kitten formula. It's a big job, so if you're not willing to do it, contact your vet to find out if a shelter will take them. I'm presuming you're not a breeder, so get your cat spayed!

YOU NEED TO BUY KITTEN REPLACEMENT MILK
THEY NEED TO BE FED EVERY 2 HOURS DAY AND NIGHT.
YOU NEED TO USE A WARM CLOTH AND STIMULATE THEM BY RUBBING AROUND THEIR BOTTOMS WHERE THEY PEE AND POOP TO MAKE THEM GO.
IF YOU CAN DO THIS YOU NEED TO GET IN TOUCH WITH ASHELTER OR A VET THAT CAN TAKE THEM AND FOSTER THEM.
GOOD LUCK AND HURRY WITH TEH POTTING SO TEHY DON'T END UP WITH IT BACKING UP IN THEIR LITTLE SYSTEM
