I turned around and my ear popped, and now everything that I hear with that ear sounds dull and bogged up. I tried popping my ears again, but they would not pop. Does anyone have any idea how I can get it to go back to normal?

Could be an infection. I had some of these symptoms you described happen to me before. Turned out it was an infection. I would recommend getting in touch with your dr next week but in the mean time you can try a walk-in clinic such as those that are also showing up in some of the big chain drugstores now to have them evaluate this to see if it is indeed an infection.

It seems like your ear is stopped up with wax. Go to the drugstore and tell the pharmacy he'll show the medicine to put in your and a rubber device that you stick in your ear after the medicine it has a suction cup and after you let that medicine stay in your ear for awhile you can suck out that ear wax. You'd be surprised at how much ear wax has accumulated. That medicine will soften it because it is hard and it has your ear stopped up. That is what that popping sound is and you can't hear good out of that ear.
