No. For the reasons essentially given in previous answers your example does not use a semicolon properly. You could replace the semicolon with a comma. Or, you could write: "This quote shows Winston's lesser trait: Arrogance."

I usually use semicolons to separate two independent clauses. I would think the second part is dependent, so a semicolon wouldn't work there. I would use a comma in that instance.

My exception -- a long list of items can be broken up by semicolons to cut down on confusion.
