lol i said i had 23 dots what i meant is 9 silly me so i meant to say 9

The purpose of those fret dots are guides for the player. They help you to instantly place memorized chords without too much error.

For example, chords shaped as the F chord can be quickly placed in the third fret, fifth fret, seventh fret and so forth (G, A, B). Naturally, the same F chord formation rests in the first and the 13th frets.

You'll notice that smaller guide dots are on the left edge of the fretboard. You would use them as guides while standing to play.

I think that the 23 is the number of frets, and they are signified by a seperating metal bar. The dots let you know where key frets are. Like 3, 5, 7, 9, 12, etc.
