It doesn't matter. If a person wants to go out with another person, then that person should ask. After all, they are the ones who know they want to go out with them.

I realize my answer may be the strangest, but here goes. If you look at Scripture, there was no dating. A lot of the reasons we have the problems with "pre-marital" sex and with unplanned pregancies is because of dating. So because it is not shown in Scripture as God's way, I have to say that daing os a no-no and neither should ask the other one out.
