for the last day of school i wanted to gather all my pictures throughout the year and put them into a really good slideshow with lots of music, for my friends. mac computers have a really good one but i have windows, what would be the best program i could buy at a store for it?

Photodex pro show gold is the best program on the market now that you can purchase. It can do all kinds of effects. http://www.photodex.com
Or you can get a decent program like pro show gold instead.
Also, if you're looking into making a really good slideshow you can enhance it by adding in video loops. My friend does slideshows all the time and uses loops. The enhancement definitely made the slideshows look awesome. He goes to http://www.instantimagers.com for the video loops.

Your best and free ones would be Photo Story from Microsoft and Photo SlideShow Maker. These 2 are available at my site at www.komando.com, under Downloads, in Pictures and Videos section.

Personally, I don't like the mac slideshow program, iPhoto or whatever...anyways
I would suggest using Picasa (a product of Google)
