or I am looking to open/close a water valve via a telephone.

I am using water timers. I don't have a security system. I do not want to use a home pc to do this. (this will create and new set of problems) I want to be in control of a circuit or valve from a telephone. I want to OVERRIDE what I have PROGRAMMED on a, AS NEEDED basis. Thanks!

There are quite a few remote control system for home appliances, but they all do need some sort of a controller at home;

You need to call your destination (which means a modem), you will need some microcontroller to receive commands from the modem and then send them to the valve.

The alternative is an ethernet-based system:
