First off, there is no (best exercise) for anything. You have to constantly change exercises and routine to shock the body and work different muscles. Second, you can not target a body part to lose fat it in that area. Your body will lose fat where it wants and needs to from diet and exercise. Do a sit-up does not lose your belly. You can work your love handle area and belly to tighten and strengthen the area but it does not mean the fat will dissapear. Cardio, resistance training, and diet will lose fat where it wants. You can not expect to lose much fat from walking on treadmill reading a magazine for an hour. Interval training will lose more body fat than a low intense cardio workout. Intervals and weight lifting help speed your metabolism so you can burn more calories all day and just during the workout. The 3 hour diet will also raise your metabolism. So I recommend doing cardio interval training 2x a week, 30-45 min lower intensity cardio 2 x week, and weight training 2x week for example. Monday and Thursday (weight training and 30-45 minute cardio) Tuesday and Friday (Interval Training) for example on eliptical machine do a 5 minute warm-up then run intense for 30 seconds and walk for 30 seconds. Try 8 total sets for example with a 3 to 5 minute cool-down.

You need to work on diet more than anything. Surprisingly you already have a 6 pack underneath that belly. Everyone does but unfortunately the belly of fat hides it. So you will need to eat smarter (less fat, more nutrition like fruits/vegetables) and to do a cardio workout of some kind. Stay consistent and don't tell yourself that you've been good and deserve to eat spoiled for a day or anything like that. You'll definitely see results, but it takes dedication!

Exercise works the muscles, not the fat. A diet, along with exercise, will reduce the overall amount of fat you have. Exercising specific areas will tone up the muscles in those areas and make them look trimmer. Various types of sit-ups will work the abdominal muscles. Leg raises will help as well.

Diet is a major part of this. As a member of the medical profession I have seen a lot of people do things that will cause harm to their bodies (such as taking diet meds, not eating properly or doing the wrong exercises). You need to see a dietitician to get a sound diet for day to day living and as for exercises...well, sit ups, crunches, side to side bends, the exercise balls to do sit ups on. Those are the best ways to work that target area. One of the cheapest ways to do a good exercise for sides (love handles) and stomachs and even your back (for extra support) is to get a broom handle that is without a head on it and place it behind your neck with your arms over the top of it and do simple twists as far in each direction as you can. Make sure you are sitting as upright as you can. If you have access to programs such as Michael Thurmond or Dr. Joyce Vedral study them. They have specific exercises for target workouts.

Cardio is the key to this. You can do as many exercises that you want, but cardio is the only way that you will get the results that you want. Pick a high energy cardio like running or swimming and do a lot of it. Finally eat only the good stuff, because there's no way that you can eat a lot of junk food and get the body you want.
