If you hold a passport from a country that does not require a visa for entry into Germany, you will be able to leave the airport. If you need a visa to enter Germany be sure to let the officials know that you will be traveling in transit and would like to have a transit visa. Whether or not it is wise to leave the airport will depend on the amount of time you have in transit and your ability to get back to the airport to make your connecting flight.

If you have a visa to enter Germany (are a US,EU,Canadian, etc citizen then you do not need a visa) then you have to go through customs/immigration in order to leave the airport. It is perfectly ok to leave the airport.

Yes but I wouldn't recommend since you would have to go through check-in. There is enough in a airport to keep you enteratined for 10 hours. Food, shops some even have hairdressers and nail salons.

You can, but you would have to re-go through security.
