If the person was your boss and he or she expressed he was offended, I would suggest going ahead and apologizing. It may be the most politically savvy thing for you to do even if you feel there was no reason for the manager to be offended. The manager was likely offended by the answering of the call at all and would have rather it be ignored to go to voice mail.

However, I would say something to the effect of, "I'm sorry you were offended by me answering the phone. You had my complete attention and I just wanted to let the other person know I was unavailable. It won't happen again"

Apologizing doesn;t cost much.... but can work wonders when you are climbing the ladder... apologize away.
