Here are two simple theories:
1) With the ever-so-rapidly growing popularity of reality TV at the time, MTV, along with other syndicated networks (TLC, Spike and A&E, among others), caved into the pressure to jump onto the reality TV bandwagon to save ratings, so people will continue to watch them. However, MTV became obsessive about this for a reason, and it leads to my second theory....
2) The station is desperately trying to stretch the credibiltiy of washed-up singers or singers who were never all that popular to begin with, to give the former an extra 15 minutes of fame, and the latter a million chances to be noticed. Credible examples of this are Nick and Aaron Carter, ("House of Carters") Jessica Simpson and Nick Lachey and their "Nick and Sharon Newman-like" farce of a marriage ("Newlyweds") and Ashlee Simpson ("Ashlee Simpson Show"). Viewers think this is bloody pathetic, especially since Ashlee was using her show as a way to promote her crappy music. Pretty soon, we'll hear of "Weird Al" Yankovic wanting his own reality show, and God help us if THAT ever happens. I do not wish to see his ugly, geeky mug on my television set every other week, personally.

Or get up early. I think they start running videos at 3 AM.
Probably, it's cheaper to run reality shows than it is to run music videos. Shame if you ask me.
There is at least one station that runs music videos non-stop. The Tube Music Network may not be available in your area, but it plays videos all the time.

The reality based shows suck just a little bit less than the music and videos MTV was airing towards the end.

They play the Music Videos early in the morning from 5 am to 8 am week-days and on week-ends it's the same thing and so does VH1.

MTV follows the money just like every other station. Just wait; soon after any video they may play, it will ask you to text "bla bla bla" for a $0.99 charge to vote for the best whatever of the video.

I personally love the music part too, but aparently it's not what everyone does...
