ok Determine which verb is appropriate, saber or conocer: Do you know who is singing?

conocer means "to know" but link to people like i know him, do you know Hans, ... personal

saber means "to know" but used more in terms of 'i know what you did last summer", or 'i did not know that', more related to things then people

so in this case - since it's a question linked to an act ('singing' ) you should use saber

You can use both, but the meaning is different.

¿Sabes quién canta?
It asks if you know just the name of the singer.

¿Conoces a quien canta?
It asks if you have met before the person who sings.
