ok, so I sort of borrowed my sisters clothing (witout asking) and spilled grape juice on her white skirt and i tried to clean it up but it just made it worse. In my house I get spankings if I am bad (I enjoy it ) and my little sister wants to spank me. Should I go along with it or just ignore her and get her a new skirt?

No, seriously. Who taught her that inflicting pain on someone else was a good and effective way of dealing with anger and a way of making things right?
Negotiate a settlement. Promise that you will never do it again. Honor that promise. She is going to be your sister for a long time. You don't want to spoil that relationship at this point in your life.
