In most places blind owners with guide dogs and handlers of certain kinds of service dogs are exempt, but check locally for laws where you live.

Guide and Service Dogs are trained to go on cue so that this is rarely a problem. The owner will schedule "relief breaks" in appropriate areas for the dog to avoid having feces in public places.

The dog owners are aware of when the dog needs to relieve himself & carry bags to dispose of the waste. A blind woman showed me how to pick up the droppings - turn the bag inside out over your hand, pick up the deposit, fold the bag over the mess, tie & dispose in garbage can.

Seeing eye dogs as well as all other service dogs are disciplined to go only with there owners consent. My dog is a service dog and she will only relieve herself at my express command and yes I do pick it up at trash it.

The dogs are trained to go on command in a certain area. Usually they go before they leave.
