That's no legend, it is truth about babies deprived of oxygen at birth having medical problems. If you do not have enough oxygen, your brain cannot function correctly at all.

YES..BECAUSE WE NEED A CERTAIN AMOUNT OF OXYGEN TO MAKE THE BRAIN FUNCTION...LESS OXYGEN CAN CAUSE BRAIN DAMAGE
