A "glorified crew" can have two meanings. A literal one, "a crew, a team, a group of people, that is more splendid, excellent, etc., than would normally be considered", "a crew that is made glorious, is invested with glory".

But in most cases it has an ironic or sarcastic meaning : "a crew that seems more glorious or excellent than is actually the case", "something that is supposed to look like a crew".
