God is not "all forgiving". The Bible clearly teaches that no one deserves to be forgiven but that God has chosen to save some people according to a standard that has nothing to do with anything other than his own good pleasure and will.
"For the Scripture says to Pharaoh, "For this very purpose I have raised you up, that I might show my power in you, and that my name might be proclaimed in all the earth."
So then he has mercy on whomever he wills, and he hardens whomever he wills. You will say to me then,
"Why does he still find fault? For who can resist his will?"
But who are you, O man, to answer back to God? Will what is molded say to its molder, "Why have you made me like this?" Has the potter no right over the clay, to make out of the same lump one vessel for honored use and another for dishonorable use?
What if God, desiring to show his wrath and to make known his power, has endured with much patience vessels of wrath prepared for destruction, in order to make known the riches of his glory for vessels of mercy, which he has prepared beforehand for glory-- even us whom he has called, not from the Jews only but also from the Gentiles? Do you even know where the name Lucifer comes from?? Lucifer is not the name of Satan contrary Dante's inferno. It comes from the book of Isaiah and Lucifer is just a Latin translation of Day Star which is used to describe The King of Babylon. Get your facts together before you ask uneducated questions. Satan was given a specific role to test mankind he took it willingly he doesn't have any reason to be in heaven. The real question is are you passing his tests or failing them!???

The gift of forgiveness was given to Humans not to God's other created beings. So therefore He could not partake of the forgiveness. Also since Lucifer is still committing his acts he has not asked for thr forgiveness.

The first requirement for forgiveness is repentance. And contrary to someone else's posting to this question, Satan is not a name, either. It's a title and means "The Accuser".

To be forgiven you must first repent and ask for that forgiveness.
Lucifer's pride is such that he would never stoop to repent (after all, according to him, it's God who blew it by creating man, NOT Lucifer, who merely tried to point that out to Him and then show Him how it ought to be done). Nor would he ever ask for something he didn't feel he needed.

The Bible is clear where Satan is right now.
He battled with the Lamb, Jesus, is was thrown from heaven.
He and his band of demons are now bound to the earth in great anger.
By the way, the Lucifer account in the bible is a parallel. No one actually knows Satan's angelic name.

Satan chooses not to be forgiven. He continues to rebel against God. And, Martin, God doesn't choose to forgive people. Well, he does, but it has nothing to do with "goodwill" and whatever else. God will forgive anyone, ANYONE, who truly turns to Christ and repents of their sins. From the book of John "For all who call on His name will be saved."

Yes you are correct.
"IF" God was "ALL" forgiving, then Satan would be in heaven.
However, God "IS NOT" all forgiving.
Where on earth did you hear that nonsense? The Bible expressly teaches that all forgiveness is very conditional.

All forgiveness first has to start with repentance. It is a prerequisite. And satan will do no such thing , and is therefore already sentenced to turn to ashes from within.
