First off, a worldview without the Christian God does not have any way to meaningfully explain morality. In this worldview whether a person follows some undefined definition of love or not, would not matter - and is nothing more then an illusion.

On the other hand to promote an absolute law of loving ones neighbor, and to understand it as a duty to preform, is to show evidence of the Christian God.

I AM a Christian but I won't give you a Religious answer this time.

Have you ever passed on a smile to another person? For us to live in a world where everyone loves each other, it starts with one person, Yourself.

Let someone in front of you in traffic, let someone have the parking spot that is closer to the door, put others before ourselves.

When you see someone that is asking for some money to buy something to eat, don't judge them as being lazy and a bum that won't go get a job, just give them some spare change or take them to lunch or go buy them some groceries.

When you see someone that is asking for help on the street that is not the cleanest, or smartest or nicest or whatever, don't judge them, just give them a helping hand and go on.

All to often we judge people for what we think they ought to be but who gives is the right to judge anyone? It is like the old jokes says, "if they are rich, they are an alcoholic, if they are poor, they are drunks." It depends on how rich we are as to what class we put other into. I don't think it should be that way since we are all of the human race not the rich race or the poor race or whatever.

I guess what I am saying is to put others before ourselves in all that we do.

That's much of what good manners is about. Even if you don't literally love everyone, or do so only in some abstract philosophical sense, you can show human respect. That's what good manners are for.

But then, we tend to move toward feeling what we behave, in order to reduce cognitive dissonance. The next thing you know, tolerance and compassion start to creep in, and you feel more positive even toward people who would formerly have annoyed the heck out of you. Also, good manners tend to be contagious: a lot of people are rude simply because they literally do not know any better. Modeling good behavior has positive effect.

People in the 12-step programs call this a Zif. Acting a zif (as if) means hypocrisy to some, but good manners to others.

You will have to draw your own line. I mean to act like a lady, but I do not feel I need to turn the other cheek. Or as one clever lady made the point, she will "turn the other cheek" by saying "kiss my other cheek" and bending over.

This is what You can do and if everyone does it, then everyone will Love each other:

Create a Private, Personal, Direct, Divine Relationship with Our Creator and save Your Soul from religion's and atheist's beliefs and start Your journey back home, to Heaven.

<<<<<<< UnConditional Love is the only answer >>>>>>>

Love and Believe in Our Creator;
Love and Believe in Yourself.

"religion is Spiritual fraud";
"religion is the Worse invention of humanity";
"Universal Truth has eliminated religion from Spirituality",
quotes of Jesus Christ, Buddha and any one else with Spiritual intelligence.

"When a person is freed of religion, they have a better chance to live a normal and wholesome life." S. Freud

Here are some of my quotes:

Only with Our Creator's Love and Peace will we be Truly Free!
Without God, there is No Love; Without religion, there are No Wars!
Freedom of religion is Freedom from religion.

atheists = all the people in religion = all the ignorant fundamentalists = all the cults/superstitions = paganism = wicca = = taoism = xians = scientology = homosexuals/lesbians = skinheads = politicians = george w bush = lawyers.

How about doing it at your own level first.
(No insult)
Kind of like the earlier environmentalists said.

"Think Globally, Act Locally."

Did you smile and wish your loud noisy neighbors a happy hung of morning today?
Have you ever even spoken to them?
Or did you just get pissed of at them for making noise last night and call the cops on them.
Have you gone to a local Mosque or Church and offered to help with the cleanup after they do the weekly meal for the poor?
Or do you just tell everybody how evil they are?

I know the Sikh temples are usually ready for an extra dishwasher, even if they are not Sikhs.

Let me steal somebody else's line in a way.

Are YOU the change you want to see in the world?

If you are able to be happy with your own answers to these questions then you have your answer, If not then, OH WELL!

its impossible. there will never be a world in which everyone is loving towards everyone else. you can however be more accepting. if you learn to accept what you cannot controll then people become more tolerable. for example: if someone is calling you names. well its not like you can change the fact that this person doesnt like you so just accept it and move on. you will feel better by not letter them get you down and they will (hopefully) realize that calling people names doesnt accomplish anything and grow up.

We need to be more courteous to each other and smile.
I think people are far too busy these days to bother with common courtesies. Being courteous to people might not change the world, but it sure would make it a nicer place to live.

Away of religious talk and very simply, BEGIN YOURSELF, if every one loves every other one, then we'll reach a simple and logical result, LOVE PREVAILS ALL OVER THE WORLD.

A final word, Islam is built on love, give your self the chance to think about it, for your self not for Islam, believe me, it's the only way out.

If you really do not want a "religious answer", then there is no answer to your question.
A lot of hopeful theories, but every vain imagining of man will fail.
The only lasting and real hope of true love is in Jesus.
