45s are 7inch records that contain 1 or2 tracks each side.The record spins at 45 revolutions a minute.

33s are 12 inch records that contain 6 or more tracks each side. The record spins at 33 and a third revolutions a minute

There are no speeds at 38 revolutions .per minute. to my knowledge

It usually says 33 1/3 on the "33" and 45 on "45". Even thought it is common for 33 to be 12" and 45 to 7", both types can come in both sizes.
