You should be familiar with the Peter principle to answer this question. If you think this is a biblical reference you missed the boat.
The Peter Principle is a colloquial principle of hierarchiology, stated as "In a hierarchy every employee tends to rise to his level of incompetence." Formulated by Dr. Laurence J. Peter in his 1968 book of the same name, the Peter Principle pertains to the level of competence of the human resources in a hierarchical organization. The principle explains the upward, downward, and lateral movement of personnel within a hierarchically organized system of ranks.(from wikipedia)

It would follow that all hierarchy's achieve a state of total incompetence, and there is no way to change that without a major shake-up of the organization.
That is why each generation is presented with their own challenges. Forty years ago, American blacks presented a moral choice to American whites. Today, Latinos are shaking the status quo.
In a land known for upward mobility, conservative religious groups will always see change as a threat, whether the percieved threat is from within, or without.

Since all humans are incompetent compared to God, I suppose He does follow the "Peter principle."

If Atheists get bored with ridiculous q's from fundies anytime soon, you can actually get ordained online for free (forgot the dang URL) and proclaim FSM and the Church.
Hey, just a thought...
The Church I'm talking about actually likes reasoning & science if I remember. Just for the fun of it.

God doesn't promote priests to higher levels, religion does. God has never mentioned the word, religion.

It does not happen with J.W's.
Everybody studies, everybody preaches,
And no one is held as being any higher than anyone else.
All obey Matthew 28; 19,20.
